The project was launched in May 2009 and is expected to be completed in late 2010. Work will encompass a four-phse planning approach:

Phase 1: June 2009 – November 2009
Inventory and Assessment of Existing Resources (What do we have now?)
The plan will be comprehensive and customized, but we’ll avoid reinventing the wheel. This phase involves compiling information on previously completed plans, existing outdoor and recreational resources, and current promotional efforts, as well as collecting information on demographics, trends, mapping, parks and recreation management and financing, and other community context that will shape planning priorities. Public input will be sought through surveys, interviews, focus groups, forums, and coordination with local leaders.
Phase 2: November 2009 – April 2010
Refinement of Conclusions, Options, and Direction (What would we like to have?)
In this phase we will synthesize the issues and opportunities identified during Phase 1 and help the study committee formulate a cohesive big picture approach to enhancing the parks and recreation system. The aim is to develop a vision for parks, recreation, greenways, and trails that is shared among the many participating townships and other stakeholders.
Phase 3: April 2010 – September 2010
Development of Action Plan (What do we need to do to get there?)
This is where we get into the details. What is needed to move Northern Chester County steadily closer to its vision? The plan will identify land recommended for conservation; adjustments and additions to programs and services; needed recreation facilities; opportunities for enhancing administration, management, and maintenance; how these plans mesh with regional initiatives, and potential sources of funding.
Phase 4: August 2010 – November 2010
Development of Implementation Plan and Final Report (Who, what, when, how?)
With an ambitious to-do list in hand, this phase will outline the details of how all those actions can really be accomplished. What is the step-by-step process for making those things happen?

After the plan is completed, the study team will assist local leaders in transitioning to the implementation phase.
The implementation Plan will address questions such as:
Which entities will take the lead?
Who will provide support?
How can we pay for it?
What is the timeframe?
How can we encourage coordination and collaboration?
